Did you know that deer are crepuscular? Because the activity of deer peaks within an hour of either side of dawn or dusk, deer have evolved to optimize their vision for very low light. As you can imagine, when you shine a headlight into eyes that have been fully dilated to maximize light capture, it is literally blinding. This is why deer freeze in headlights, hence the phrase.
